THE TRUTH ABOUT THE NGELANI PRIMARY SCHOOL

 

The first cheque emanated from the Kenyan government under the Free Primary Education (FPE) Simba Account (current account). The government erroneously sent two cheques to Ngelani Ranch Primary School, Athiriver one of which belonged to Ngelani Primary School, Central Division worth 200,000/=.

Mr. Kavoo the former Headteacher Ngelani Primary (Central) had it difficult to explain to stakeholders of the school that the school had not gotten its share of FPE allocation. The parents could not hear of it and they forced him out of the school via a transfer. In came Mr. Kaloki Who vowed to follow the allocation of the school from the government through the Ministry of Education and true to his vow, he traced the cheque and found it at Ngelani Ranch Primary school which had double FPE Allocation.

Mr. Kiilu the Headteacher Ngelani Ranch was instructed by AEO Athiriver to take the cheque to his office which he complied. By now the cheque had 2 signatories; one of Chairman and the other one for the Treasurer. Mr. Kiilu could not sign the cheque since he was newly posted to the school and signatories had not been affected.

The former Headteacher Ngelani Ranch Mr. Kithuka was the rightful signatory and thus he had to be called in from his current station Kathese Primary School to come and append his signature.

The Athi River Division Education Officer called Mr. Kithuka to come to his office to sign the cheque. Unfortunately Mr. Kithuka had urgent matters to attend and thus he didn’t make it the day he had summoned in the office. Mr. Kaloki, HT Ngelani Primary School was given the cheque by the AEO in the company of Mr. Kitisya BEC Central and gave 2,000/= to the AEO, who inturn gave them the cell number of the Headteacher Mr. Kithuka, whom they called immediately and all agreed to meet at Kivutini Shopping Centre where the third signature was appended by Mr. Kithuka now at Kathese Primary School. The cheque has now been traced and found to have been cashed at Family Bank Machakos.

 

Questions that need answers

  1. What action is the Ministry of Education taking to this notorious officer who has been mentioned adversely in running down of government efforts and funds?
  • The officer was at the Centre of the Katoloni Primary Saga that todate has not been solved despite the fact that there proof that money was mis- appropriated.
  • The officer again this year had rented the Central Tac Hall for Sunday Service to a town church.
  • Recently was reprimanded by the DEO for soliciting funds claiming that he had been sent to collect the funds on his bosses’ behalf.
  • He is adversely mentioned in the Masaku Teachers Sacco to have acquired a loan worth 1.5m which he has defaulted its payment. (See his Feb pay slip).
  • He is at it again; Katani Primary School which has this approximated over 2.1m a donation from OPEC.
  • Recently at Mutituni Educational day was quoted saying that he is master and knows all the tricks in the books and nothing will come out of any investigations.
  • His close ally Mr. Kitisya last week collected 80/= from parents and 540 from his school Mbukoni Primary and invited the same AEO to speak to the parents. Q: who had sanctioned this collection? Isn’t this legal? Who will protect the parents if the office on the ground is so corrupt that he goes begging money all over.
