Eight authors of Mavoko

EIGHT individuals including two former Mayors of Mavoko Municipal Council have been named as being the suspected authors of land fraud in Athi River District.
A report by the Taskforce on land fraud in Mavoko Municipality presented to Internal Security Minister Prof George Saitoti boldly names Ex Mayors Mrs Miriam Mwikali Mulei, who is a sitting Councillor and Mr. Joseph Mutuku Musau as having fraudulently collected money from known individuals for purpoting to sell land that did not belong to them.
Others named in the report include Mr. Nicholas Nzioka Ndambuki aka Willy Kahore, Mr. Sylvester Nguta Ndeti, Mr.Wilson Mbithi Munguti (Kavuti, Mr.Sammy Kathilu, Mr.Amos Kilonzo Mutinda (former Chief Katani Area) and Julius Wambua.
Each of the eight face specific allegations and the Taskforce recommends that a Special Unit of the Criminal Investigations Department be send to Mavoko to handle the cases and other related investigations.
The following are the specific allegations they face:
(a) Nicholas Nzioka Ndambuki aka Willy Kahore
lLinked with illegal sale of the Late Margaret Wamaitha’s land LR No. 1504/7 using fraudulent documents obtaining court orders in Civil Case No. 459 of 2011, Civil case No. 458 of 2011, Civil Case No. 1337 of 2010 and Civil Case No. 221 of 2011 from Machakos Law Courts that are suspected to be fake
(b)Sylvester Nguta Ndeti
lSuspected mastermind of the invasions on LR No. 10425 belonging to EAPCC as Secretary General of Settle Villagers Scheme and Trustee for Kenya National Organisation of Victims of Ethnic Clashes (KNOVEC)
lTrustee of Kivae Residents Association which has illegally subdivided and settled on land legally belonging to members of Lukenya Ranching and Farming Co-operative Society using a fake title for LR No. 339/4
(c) Wilson Mbithi Munguti (Kavuti)
lChairman of Syokimau Bright Homes which is notoriously and violently settling invaders on Numerical Machining Complex (NMC) land, NSSF land, Nairobi Pentecostal Church (Lanyevus) Land, Sam Muumbi, Maingi, Justice Mbaluto, Prof. Irina and Danana School lands among others.
(d) Sammy Kathilu
lChairman of Ngwatanio ya Mkamba Self Help Group which is illegally selling parcel LR No. 8784/4 belonging to EAPCC near Daystar University to unsuspecting members of the public.
(e)Amos Kilonzo Mutinda (former Chief Katani Area)
lChairman of Mess Company which is linked with illegal sale of the Late Margaret Wamaitha’s land (LR No. 1504/7)
lIllegal take over and lease of a house belonging to the Wamaitha’s family
(f) Julius Wambua
lChairman of Tupendane Self-Help Group which is linked with the illegal sale of EAPCC, NMC and the Late Margaret Wamaitha’s lands
lUsing fraudulent title for NMC land (LR No. 11895/2) in illegal land transactions
(g) Mirriam Mwikali Mulei (former Mayor, currently a Councillor)
lSale of non-existent land to a number of unsuspecting individuals among them Irene Mulu, Engineer David Mutie Mbindyo and the Champions of Christ Temple
(h) Joseph Mutuku Musau (former Mayor of Mavoko Municipality)
lReceiving money by false pretenses from one Dr. Maria Nduku Mule and others through a suspected fake group known as Kwambemba Settlement Self-Help Group for sale of several parcels of unavailable land
The Taskforce chaired by veteran administrator John Abduba makes recommendations in three categories- immediate, medium term and long term to deal with the issue altogether.
For starters, the taskforce aiming at bringing sanity to the land regime and security in Athi River District, to recommends that security operations within the area, Mlolongo Police Station which is currently administered from Embakasi Police Division (Nairobi) should be placed under Athi River Police Division.
The taskforce wants the government toUndertake a reshuffle and transfer of all security officers in the District. “This should include officers in the entire Police Division and the Provincial Administration Personnel. The new team should undertake a proper de-briefing and where necessary, disciplinary action be taken against the Chiefs who will not heed the new instructions. Existing vacant administrative units should be filled.”
They also seek the deployment of a rapid security squad preferably the Rapid Deployment Unit (RDU) under a reliable, non-partisan competent commander who should not be from the local area. The security agents will ensure that there are no more invasions of public and private lands and all illegal structures in these lands are demolished.
They want alll un-approved constructions within Mavoko Municipality should be stopped immediately, that the Municipal Council of Mavoko stop accepting payment of rates based on any Share Certificates. They also want an investigation and action be taken against politicians allegedly inciting citizens to grab land.
