Dr Mutua's cabinet complete

Finance minister named as public
 is excluded from vetting-again!

MACHAKOS County takes the lead again. It has achieved a 50/50 ratio in cabinet appointments.
Machakos Governor named Ms. Elizabeth Mutheu Nzyoka as Minister for Finance and Revenue Collection, completing the list of 10 ministers. Half of the ministers are women, among them the former Embu County Commissioner Ms. Hellena Kiilu.


Dr Mutua said he made the appointment after the Machakos County Assembly competed her vetting.
Her name went public after the appointment and it remains unknown why the Machakos County Assembly has been vetting appointees in secrecy, excluding the public as required by the Constitution.
Chapter Six of the constitution sets high standards of integrity for public officers. Citizens’ participation in the vetting process is mandated by subsequent legislation. While other county assemblies have been advertising for memoranda in support or against appointees of governors, the Machakos Assembly has excluded the public by doing the vetting secretly. They did the same for the initial nine appointees and have completed the process in the same way.
Procedure requires that once the governor appoints the nominees, the Speaker calls for memoranda from the public.
After vetting and approval by the Machakos County Assembly, the Governor of Machakos, H.E. Dr. Alfred N. Mutua, has today appointed Ms. Elizabeth Mutheu Nzyoka as the Minister of Finance and Revenue Collection for the County of Machakos.
Ms. Elizabeth Nzyoka hails from Kawethei in Kangundo Constituency. Before joining Machakos Government, she was the Principal Economist at the National Treasury in charge of Budgetary Supply. Ms. Mutheu is an expert in Public Finance. She was part of the team in charge of the Budget process for H.E. President Uhuru Kenyatta’s Government.
Ms. Nzyoka has extensive Economic and Finance experience. She hold a Master of Science degree in Economics from Wales, Swansea in the United Kingdom and Bachelor of Science degree in Mathematics from University of Nairobi, among other qualifications.
She will greatly contribute to the revenue enhancement and financial growth of the Machakos County. Her appointment brings the number of women Ministers in Dr. Mutua’s Government to five, out of ten - the highest female number and 50/50 ratio in all Governments in Kenya.
