Fate of CO with fake papers

MACHAKOS Governor Wavinya Ndeti has apparently axed her aide with a Fake University of Nairobi degree as number of Chief Officers rise to 34.
She has nominated Ms. Zipporah Kavata Mutunga as his replacement
for the position of Chief Officer for Trade, Economic Planning and
Industrialization. Kavata is scheduled to face the County Assembly Committee
that handles that docket on April 27,2023 at 10.am.
The action comes after The Anchor highlighted the matter of
some senior officers in Machakos County Government holding big offices
without proper credentials. Indeed, one of the officers- only holding a
Kenya Junior Secondary Examination certificate is a kingpin in the
administration and nothing has happened to him yet.
Our efforts to trace the official action that led to the ouster
of the Chief Officer with a fake degree- Joseph Mutwiwa Munyao-have not born
fruit. But we established that the Trade, Industry and Innovation imposter is no longer reporting to office and his position has been assumed by
one Zipporah Kavata Mutunga- never mind the process that was followed to hand
pick her.
On April 15,2023, the Wavinya administration gave a notice for
10 people to appear before the County Assembly for vetting to assume various positions.
Among those to be vetted is Mr. Arbanus Mutisya, a former Knut National
Treasurer who is nominated to become the Chairman of the County Public Service
Board. He is to face the assembly’s Appointments Committee on April 27,2023 at
9 am.
The list has another 8 nominees for Chief Officer positions, meaning that the Wavinya Administration will have a total of 34 Chief Officers from the current 26. Others to undergo vetting include Marleen Mwanika(Member- County Public Service Board), and Chief Officers- Wavinya Mutiso, Julius Kasanga Muindi, Winnie Ndunge Musyoki, Ian Machogu Obare,Daniel Mule Lemba, Sheikh Ifra Abdi and Albert Mulwa Katumo. They will all appear before the relevant assembly committees on April 27,2023. Such a bloated executive means that more public resources will go to payment of perks and salaries rather that development programmes
It is however not clear if Munyao was demoted and given lighter
duties befitting his bubious credentials or disciplinary action was taken
against him for forgery.
On Jan 6,2023, Governor Wavinya congratulated the first batch of
Chief Officer appointees who had been approved by the Assembly who included the
man with fake papers. It remains to be verified what quality of vetting the
Assembly conducts. The following is the list that was approved in the first

Civil Society operators in Machakos contend that government appointments ranging from Ministers, Directors, Chief Officers and advisors were hired based on laughable considerations including passion, nepotism, brinkmanship, courtesies and payouts, leading to men and women with doubtful credentials occupying key offices. Indeed one of the officers- Mr Bruce Isika Kinyae- has an active corruption case that is yet to be concluded- bringing to the fore the quality of vetting that is done by the County Assembly of Machakos.
The case of Mr Mutwiwa is first among
many. He used a fake University of Nairobi papers to get a job. A letter dated
March 3, 2023, from the Office of the Vice Chancellor University of
Nairobi and written to lawyer BM Mung'ata ascertains that one
Joseph M Munyao did not graduate at the university at any known time in history.
The letter is signed by Mr P.M Mbuthia, a Senior Academic Registrar (Academic)
for the university's Academic Registrar. It says; " This is to state that
the copy of degree certificate forwarded to us for Joseph M Munyao for Bachelor
of Commerce (Accounting Option) of Second Class Honours ( Lower Division), for
November 9, 2005 is NOT genuine and was NOT issued by the University of
Nairobi. The name is not in any of our graduation convocation. This is
therefore a clear case of fogery."
