MCAs vote to delay the
approval of Mutua's ministers

Mks County Assembly has postponed the tabling and debate of the Report on Vetted County Executive Committee Nominees by the Appointments Select Committee til the determination Governor Mutua's pending appeal at the Supreme Court . Gov.Mutua's re-election was overturned by a Court of Appeal three judge bench after his tival, Wavinya Ndeti contested a verdict of the High Court upholding the election.

This came up when Mwala/Makutano Mca Brian Kisila rose to table the report of the committee and a point of order was raised by the Majority Party Whip in the house Tariq Mulatya of Masinga Central Ward. Mulatya ed a deferment of the motion to discuss the nominees include the tabling until the case is concluded.
The Appointments committee is chaired by the House Speaker Hon Florence Mwangangi. After the matter was put to vote, 31 MCAs voted to defer the matter while 18 voted to oppose the defferment.
It means that Dr Mutua's ministers will serve on acting basis. It is also a sign of the hard times the governor will serve the remaining four years of his term if he survives the petition.
This development unfolded as the House ousted Majority leader Mr Francis Ngunga after his conestation of his removal collapsed at the High Court in Machakos. Ngunga , elected on Wiper Party was kicked out due to his recent realignment to cooperate with Dr Mutua.
During the same sitting, Maendeleo Chap Chap nominated MCA Pheobe Koki Mawa was slammed with a penalty to be excluded from 8 consecutive assembly sittings. The exclusion comes after the assembly adopted the house Select Committee on Rules and Privileges report which was investigating alleged insults on the Speaker Florence Mwangangi and a colleague Moses Musyoka Mitaa of Kangundo Central ward. The insults are said to have occurred during the opening of the Annual Agricultural South Eastern Kenya Show in Machakos last month.
The report presented by the Chair of Chairs Mca Paul Nzaui Museku -Mumbuni North revealed that many other misconduct incidents were reported on her name.
